September 8, 2020
Present: A Fulkerson, Superintendent, R Bunce, Councilman, R Koski, Councilman, M Roy, Councilman, A Decker, Councilman.
Meeting started at 6:05 p.m.
Open Floor: Sander Vandijk submitted a proposal for a new website for the Town. He is willing to work with us on something more user friendly.

Minutes: Reviewed, accepted and filed with the Clerk.

Dog Report
Fire Report--April through June reports received.
Bridge Update--Hulbert Hollow bond rate is 2.3% at TSB currently. Discussion on payment, decision to bond it.

Old Business: Hart Road wing wall fix--Engineer plan estimate is $146,000. It either needs to go out to bid, or we declare it an emergency and have Silverline do it. We either need to bond it or pay cash. Al will follow up and determine actual cost.
Bid award: Hulbert Hollow--Silverline was the lowest bid. M Roy made a motion to make Silverline the official contractor for Hulbert Hollow. A Decker seconded. Ayes: R Koski, R Bunce,
M Roy, A Decker. Nays: None.
Pending Law Suit--B Troy wrote a letter to the opposing Attorneys. He is going to file a motion to dismiss the case as they never filed a grievance in the appropriate time frame.
Qualified Road Abandonments--Balander Road, portion of Hagadorn Hill, Cooper Spur, Irish Hill.
New Business: Tax Cap Override--needs to be done by local law. We can advertise for the Public Hearing in October. Motion made to override the tax cap made by R Bunce. Seconded by M Roy. Ayes: A Decker, R Koski, R Bunce, M Roy. Nays: None.
Tentative Budget--Waiting for the County to determine the assessment for the tax levy so we can move forward. Discussion held.
Cayuga Watershed Intermunicipal Organization Invoice--Discussion about whether we should pay this. We did not pay this last year. Decision to not pay this year as well.
Fire Contract--$80,000 proposed again this year. Tabled until next month.
Ahart Building Repair--A Fulkerson asked K Ahart to come and look at some of the moulding outside the building that is rotting and to put some flashing up to divert the water.
Chris Garland stated he needs money to buy 2 new sanders for 2 trucks. $14,000 for both. R Bunce made a motion to purchase sanders for the new trucks. M Roy seconded. Ayes: A Decker, M Roy, R Koski, R Bunce. Nays: None.
R Bunce made a motion to go into Executive Session at 7 p.m.
Executive Session ended at 7:28 after motion made by M Roy. Seconded by R Bunce. Ayes: M Roy, A Decker, R Koski, R Bunce. Nays: None.
Pay Bills: Motion to pay bills made by R Bunce. Seconded by R Koski. Ayes: R Bunce, R Koski, M Roy, A Decker. Nays: None.
